Riseagle was one of many brands owned by the Oppenheimer Pipe group, as evidenced in the following catalog page from a Circa 1950s Oppenheimer Pipes Catalog.

Interesting conjecture, based on the similarity of the Riseagle logo and Old Pal logos, along with a common lineage including Oppenheimer Pipe, courtesy Eric Kemp:

Brands were handled by different companies for the various markets for all sorts of reasons; sometimes even disappearing and reappearing. The entries in "Who Made That Pipe" along with dates and other information certainly seem to indicate that "Old Pal" was originally created and produced in and for France and England by Marechal Ruchon & Cie and a little later in and for France and Canada by Rubinovich & Haskell, Ltd. Marechal Ruchon & Cie being the originators of the brand is also corroborated in that there doesn't appear to be any further mention of Rubinovich & Haskell, Ltd. upon Marechal Ruchon & Cie being absorbed by A. Oppenheimer. Perhaps circumnavigating trademark and copyright issues, the distinguishing bird emblem for the A. Oppenheimer brand "Riseagle" looks strikingly familiar.
