Peer (with no mention of "Import") has an entry in Who Made That Pipe (1997, by Herb Wilczak & Tom Colwell) as follows:

The Peer pipes were made by Reiss-Premier, which was later attached to Shellcraft, Kaufmann Bros. & Bondy and eventually Kaywoodie, etc.

Peer Import pipes all appear to be made in Denmark. The following pipe, and other examples are very similar to offerings from Pipe Dan. Steve Laug has done some good sleuthing along these lines in the following blog post on Rebornpipes.com

If you have any information on who made this pipe, please add it here, or send it to sethile.pipes@gmail.com, and we can add it for you.
